The Planning Advisory Committee (PAC) is comprised of representatives from each Sub-TAC; selected government agencies, including Harbors Division’s (DOT-H) Oahu District Manager and Commercial Harbors Manager; and other At-Large participants as determined by DOT-H. The PAC is an advisory, not a decision-making body, which will assist the Planning Team to vet and refine master plan concepts and alternatives. Several iterations of review by the PAC will be undertaken to arrive at a preferred alternative and final HHMP. The Project Team, under advisement of the PAC, will provide HHMP recommendations to DOT-H Administration for acceptance. Decisions about HHMP alternatives and improvements will ultimately be made by the DOT-H.
All PAC meetings will be held at the following location:
Homer Maxey Conference Center (HMCC); 521 Ala Moana Blvd.
At the PAC 1 meeting, the Project Team will be sharing the analyses and presenting an array of master plan concepts gathered from the Sub-TAC meetings and stakeholder interviews for review and discussion with the PAC members.

The objective of PAC 2 meeting is to present the maritime and non-maritime alternatives, gather input on the alternatives, and to identify the preferred maritime and non-maritime alternatives.
In PAC 3, the Project Team will present and gather input for the refined integrated alternatives, and to identify the PAC’s preferred alternative. Phasing will also be discussed during the third PAC.
During the fourth PAC meeting, the pre-final preferred alternative, phasing, and draft master plan will be presented. The purpose of this PAC is to gather feedback on the pre-final preferred alternative for refinement and to achieve an agreement on the final preferred HHMP alternatives and phasing.
